Jakarta – Indonesia currently not yet have a backup fuel oil (BBM) nationwide. There was only operational reserves Enterprises owned by PT. Pertamina(Persero). Though these reserves are very important for a country.
Head of Regulatory Agency for Upstream Oil and Gas (BPH Migas) Andy Noorsaman Sommeng say, to increase national reserves could be built infrastructure in the form of a mini refinery with a capacity of 10,000 to 15,000 barrels per day.
“Because our country is an archipelago, we can create a good small refinery with a capacity of 10 to 15,000 barrels per day. If in the oil well was there, then it could be utilized so that it can be distributed quickly,” explains Head of BPH Migas, recently , in Jakarta.
According to Andy, the desire has been to be able to immediately have a refinery capacity of 300,000 barrels per day in addition to requiring a considerable cost which is around U $ D 8 to 10 billion, which it must be remembered also is associated with feedstocks. “Crude oil is not enough for us we also imports,” he said.
We confirmed that many refineries built mini national reserve fuel for 3 months can be achieved, he said it could be achieved provided that in addition to the construction of mini refineries, tank must also be built, and the fuel market must be opened in the country.
“During this time the fuel market in Singapore. Though most consumers are on us but the market is not opened here. It means something is not clear,” he said.
Therefore, the solution, continued Andy is a need to involve a lot of businesses in the field of oil and gas.
“The way to multiply the perpetrator of oil and gas in the country, of course, the market should be moved into the country. If it is moved to the domestic market will be a lot of domestic investors who will construct storage, wake transporter, pipes and so forth,” said Andy.
