BENGKULU. Regulatory Agency for Upstream Oil and Gas (BPH Migas),Thursday (03/06/2014) conduct Socialization Monitoring and Control of Supply and Distribution of Fuel (BBM) Subsidized in Bengkulu.
BPH Migas Chief Andy Noorsaman Sommeng, in remarks represented SumiharPanjaitan BPH Migas committee, says BPH Migas has been given the authority to carry out the regulation and supervision of the supply and distribution of fuel throughout the Homeland. However, it is not possible if only done by BPH Migas, the existence of which is inthe center and a limited number of personnel.
“Therefore , to oversee the distribution of subsidized fuels so on target , volume and time as intended , BPH Migas need to establish cooperation with provincial governments to quotas of a limited number of subsidized fuel does not exceed the quota Parliament and the Government, ” said Sumihar.
Regarding the supervision cooperation , further Sumihar , in the Presidential Regulation No. 15 of 2012 on the retail price and consumer users of certain types of fuel oil , BPH Migas is possible to cooperate with the local government.
In order to control the consumption of subsidized fuel , the government through the Ministry of Energy and Mineral Resources ( MEMR ) has also issued ESDM No. 1 of 2013 on the control of the use of subsidized fuel for official vehicles government agencies , police , military , state-owned enterprises and enterprises as well as vehicles used for transporting results of mining and plantation activities are no longer allowed to use subsidized fuel .
Meanwhile, Secretary of Bengkulu , Sumardi on the occasion said that, since last year has been willing to apply the procedure of how to control the use of oil and gas that can be precisely targeted provision. ” We give subsidy on the right target , which does not need to be subsidized not we use subsidies, ” he said.
Therefore, Sumardi said, needs to be done quickly and intense communication and conduct face to face meetings as socialization . So that all stakeholders together to understand and control can be done effectively and efficiently.
